Making Comics: Storytelling Secrets of Comics, Manga and Graphic Novels by Scott McCloud comes highly recommended by people in the industry. I've found this to be an excellent resource for learning what works and doesn't work, and why.
Betty Edwards' New Drawing on the Right Side of the Brain is a book I've known about for ages, but never got around to actually buying. I'd recommend it to artists working at any level!
